It's not just them, it's your insurer. A guy in our Corvair club is a marketing executive with a big company, and lives in a nice house in a very nice neighborhood. He has a fenced backyard with an electric gate, so no one can see in the yard. Anyway, his homeowners insurer (the like a good neighbor people) threatened to cancel his insurance if he didn't move the two non-running Corvairs out of the backyard. The insurance company's reason was that the cars were an attractive nuisance to kids (like a water-filled gravel pit). Even with the high fence and gate.

0mph is a valid speed, and thus counts towards "any speed". The HOA must act quickly to keep the deranged lunatic with the Corvairs safe from himself!

Me thinks it's time to find a new insurance co. Because if they use that excuse you'll know they'll use this one:

"Keeping stuff in your house is an attractive nuisance to thieves."

or

"The base construction of your house is wood. Wood is a very attractive nuisance for fire."

Either that or tell him to tell the insurance company that he's just going to go get a large, ill-tempered pit bull. That should be a big enough detractor to kids. Noting like climbing a tall, formidable fence to go play in a car that is not yours then hearing WOOF! Then realize you just misplaced your arm.
